We don't have central air at our house - we have window unit air conditioners. So every summer my kitchen window above the sink has a monstrous AC unit jutting out of it. Half of the light coming in the window is taken away by the AC and I hate to block the light coming in the top of the window with a curtain. But, the window looks bare without any sort of 'dressing'.
I made a cute and colorful paint chip confetti garland to hang at the top of the window so there is now a bit of 'dressing' while still allowing plenty of light to shine in and allowing us to see outside.
Then simply sandwich the fishing line between two circle punches (one with adhesive and the other without), spacing them about 3/4" apart. I used a pattern of colors, cycling through them over and over. I used 12 paint chip colors and punched 14 from each color, which made 7 of each color confetti (since I used 2 per confetti).
The garland was long enough for me to make three swoops of different lengths across the window. I used tape first to anchor the garland. Once I had it how I liked it I switched to thumb tacks to secure it in place.
